Introduction of Digital Appointment Certificates Utilizing Blockchain Technology to Explore Directions for AI Policy Improvement

The Gwangju Metropolitan Council’s Special Committee on AI Demonstration Cities (AI Special Committee) announced on the 10th that it has officially appointed a ‘Policy Advisory Group’ to review Gwangju City’s AI policies and explore directions for their development.

The Policy Advisory Group is composed of experts from the working and academic fields, including AI-related businesspeople, professors, and researchers. They are expected to contribute to policy development by reviewing the city’s AI policy direction, offering suggestions for improvement, holding meetings, and giving special lectures.

The appointment process garnered attention for the introduction of digital appointment certificates utilizing blockchain technology. To apply this new technology to legislative activities, the Council issued appointment certificates based on blockchain authentication; this technology was provided by Vaisen, a local company that registered the nation's first patent for a blockchain-based QR card.

The blockchain appointment certificate holds significant meaning as a new initiative that prevents forgery and enhances reliability by allowing the fact of appointment to be securely recorded and verified digitally. Chairman Kang Su-hun stated, “Gwangju requires detailed inspection and professional analysis to be reborn as a hub for AI,” adding, “With the appointment of the Policy Advisory Group, we will strengthen the Council’s oversight and support functions to respond to the changes of the AI ​​era.”

He further emphasized, “Moving forward, we will systematically review Gwangju’s AI policies through meetings, policy debates, and special lectures by experts, and continuously monitor the situation to ensure that feedback from the field translates into practical policies.”

The Special Committee on AI plans to listen to the opinions of the Policy Advisory Group through its first meeting this month, and in January of next year, it intends to inspect the implementation status of major projects through on-site visits to support the incorporation of those findings into city administration.
