Anyone who collects, sells, distributes, or uses email without authorization using a technical device utilizing email shall be subject to a fine not exceeding ten million won pursuant to Article 50-2 of the Act on Promotion of Information and Communications Network Utilization and Information Protection, etc. Article 50-2 of the Information and Communications Network Act (Prohibition of Unauthorized Collection of Email Addresses, etc.)

• ① No one shall collect email addresses using a program or other technical device that automatically collects email addresses from an internet homepage where an intention to refuse the collection of email addresses is specified.
• ② No one shall sell or distribute email addresses collected in violation of the provisions of Paragraph 1.
• ③ No one shall use email addresses for information transmission knowing that such addresses are prohibited from collection, sale, or distribution pursuant to the provisions of Paragraphs 1 and 2.
